REWARD OFFERED
IN
SEARCH FOR DRUG FUGITIVES
Robert D. Grant, Special Agent-in-Charge of the Chicago
Office of the Federal Bureau of Investigation (FBI) announced today that
a reward of up to $5,000 is being offered for information that leads
to the location and arrest of JUAN CARLOS DURAN, age 30, and DIONNE GARCIA,
age 29, whose last known address was 2955 West 40th Street in Chicago.
DURAN and GARCIA have been the subject of a nationwide manhunt, coordinated
by the Chicago FBI's Joint Task Force on Gangs (JTFG), since December
of 2001 when both were charged in a criminal complaint filed in U.S.
District Court in Chicago with violation of federal drug laws. DURAN
and GARCIA were among 17 people charged in connection with an investigation
code named "Operation Blue Water", which targeted a Chicago
based street gang that manufactured and distributed PCP in Chicago and
northwest Indiana. DURAN eluded arrest at the time the charges were filed
while GARCIA fled after being released on bond following her arrest.
DURAN is described as a Hispanic/male, 30 years of age, 5' 4" tall,
120 pounds, medium build, with black hair, brown eyes, and a thin mustache.
DURAN, whose street name is "Psycho", is thought to be in
the company of GARCIA, who is his common-law wife.
GARCIA is described as a Hispanic/female, 29 years of age, 5'2" tall,
115 pounds, medium build, with brown hair and green eyes. GARCIA also
uses the alias of Dionne Garcia and frequently changes both the color
and length of her hair. She has four children between the ages of 4 and
14, who are thought to be with her and DURAN.
DURAN and GARCIA should both be considered Armed and Dangerous. They
are alleged to have been members or associates of the Ambrose Street
Gang and were involved in the manufacture and distribution of PCP in
and around the Chicago area. Anyone with information about either DURAN
or GARCIA is asked to call the Chicago FBI at (312) 421-6700.
The Chicago FBI's JTFG is comprised of FBI Special Agents and Gang
Crimes Officers from the Chicago Police Department.
